Maybe take a screenshot of the part you want? Then photoshop it out.

No, Photoshop won't be able to do it.
Something like Coffeecup Gif Animator (http://www.coffeecup.com/gif-animator/) ought to be able to.

My advice is to check out downloads.com. There's a lot of different freeware/shareware apps that can accomplish what you're asking, and Downloads.com has a good system in place to find what you want.
The version of paint shop pro I use comes with an animation editor (think it's called animation shop). I got it like 10 years ago though, so no idea where you could find it now.

EDIT - just opened SephirothYuyX avatar in imageready. I stand corrected. you can use it too edit .gif images.
IR can do pretty much whatever you need to do. Though Premiere may have more special options, IR can do whatever as long as you know how to use it with PS.
