I know this is a joke but I think making them Brokages would be spitting on most of the manga. A significant portion of this shitshow was caused by two people thinking they could jointly rule a nation. Even before that, Hagoromo and Ashura couldn't work together. It's been shown over and over again to not work, and "breaking the cycle" (which is Naruto's trademark) would involve someone (probably Naruto because Sasuke was/is still doing some pretty sketchy shit) shouldering the burden of leadership alone instead of trying to share it.

Or it would be perfect because they Are able to work together. Wouldn't that break the cycle of people not being able to work together?

I thought it turned into a shitshow because one side kept getting butthurt; Asura got pissy because Hagoromo named Indra his successor, Madara got hot because Konoha's leadership recognized Hashirama over him.
