Well it's been said the Rinnengan are the strongest eye technique and the ninja that created the ninja world had them. However how many know of and fought against madara's super sharingan? If any it was the 1st hokage, and considering he was hokage, he must have won... so I would think that Pain is stronger just for that reason...

However madara does have generations of experience on his side, and possibly new techniques and/or eyes.

It's true that Pein beat oro/tsu/jiraiya all at once, but back then they were very young, before they were even known as the sannin.

Pein wasn't the one who fought them, it was Hanzou who fought those 3 at once and he NAMED them Sannin.

It's like the same plot as the "Unusual Suspect", wherein the mastermind is a cripple. In naruto, the most powerful guy is a quasi-atstuki member who was barely qualified.

Mizukage would be the leader of a water nation. It's not unlikely madara could have become the kage of another country after he lost out on the Hokage title.
or more simply, he could have used a genjutsu on him to make him think he was the kage from kisame's country. If genjutsu's can actually work that way.

hmm it'd be kinda sweet if defeating pain was an epic team up fight where they split up all his bodies for 1v1 matches. Naruto, Kakashi, Tsunade, Gaara, Killer Bee, Neji, Shikamaru, Yamato, Gai, etc all in the action.

wouldnt naruto/kakashi/tsunada/killer bee, gai and yamato totally own a single body in a 1 on 1 fight?
