Being involved in almost every major part of the manga does not mean he played an important role in any of them. Then again it's all my opinion, but I don't see how he's done much at all for story progression. The extent of his involvement has been fights, with one or two instances of non-fighting that I would consider "important," those being when he tried to talk Sasuke out of leaving the village or even teaching Sasuke the Chidori, and that he was Naruto's teacher in the first place.
But, meh, a difference of opinion is what we have here. I'm still of the mind that, if this was a death, it was fitting for him to die running out of chakra since that was really his only flaw as a ninja.
