Most likely didn't know how to do the resurrection thing at the time of Yahiko's death. Correct me if I'm wrong, but I don't think the Rinnegan allows the user to automatically know every single jutsu there is... it just makes it so that it is possible for every jutsu to be available to them. The person would still need to experience/develop/perfect the jutsu themselves. Wouldn't surprise me if the death of Yahiko is what drove him to find/develop a jutsu capable of resurrection though.

If true, I have no problem with a mass resurrection. I'm sure there's a limit to it working (time, range) so I say Jiraiya stays dead. People being brought back means that Naruto is mainly in the clear from the village for not killing Nagato on the spot. Plus even though people are being brought back, Konoha is still almost completely destroyed and some of its shady dealings in the past have been brought to light. The village is completely susceptible to another attack (Sasuke?), political pressures (Raikage), and possible revolt (Danzo). And Naruto is going to be completely dead-set on making sure that he gets some answers from those involved in the village's questionable past.

So no, a mass resurrection does not in any way mean the arc has done nothing. There is still a ton that has changed, and a bunch of different ways that things could now go from here.

Completely agree with Tetra on the Rinnegan. If unveiling the Rinnegan meant unlocking ALL jutsu in the world then there would be way too many plot holes in the manga then. Think about it: the majority of the "great" ninjas have created their own specials techniques (1st created the soul-steal tech that the 4th used on Orochimaru, Naruto's dad made the Resengan, etc), so it's a lot more logical for Nagato to know how to use ALL of them, but he has to learn first and foremost. It also makes sense that Nagato created this reverse jutsu because Yahiko, since he probably made it so a scenario like Yahiko's death would never reoccur.
