A transferred Byakugan isn't always active. Check previous chapters, you can clearly see that he "activates" it to check Danzou and the traditional veins pop up on his face. He only covers it normally so people don't know he has a Byakugan (the white pupil is a dead giveaway). Chakra consumption when it's not in use shouldn't be an issue. Kakashi keeps his Sharingan covered because he can't deactivate it.
