That's the Third Raikage, I'm pretty sure Bee and the Fourth Raikage are related to him. Fourth Raikage looks like him, all muscley and stuff.

On the wiki page it is showing an episode title of "Explode! Sage Mode" on June 3rd. Naruto might show up the week before that though.

I wouldn't really bet on it. I'd bet on him showing up towards the end of that explode episode. He just found out that he can't merge in the last episode, plenty of time for them to show more Pein filler-ish destruction in here, I bet they'll take the chance.

It certainly is "better" if they're giving side characters like Ibiki some cool moves to use. Ibiki was pretty pro in the last episode, I don't mind seeing a bit of that.
