Naruto is not a pen and paper Western dungeon crawler. Its a shounen, and they all follow the same similar format. A loud, brash protagonist always spouting off about friendship and overcoming trials and whatnot. The sky is literally the limit in shounen, whereas there are clear and definitive rules in a pen and pad.
As the GM, much like the author of a manga, I can adjust, ignore, or even invent new rules. The sky may be the limit for a book legal PC, but as a GM, I could choose to wield the sub-orbital cow-drop jutsu of doomination at my leisure. I could run a game set up like a shonen too, or use similar concepts to run a game where the characters weren't randomly struck too dumb to remember the badass shit they can do.![]()

Not all bloodline traits are passed down to everyone. And I don't even see why wood release is one. it's just Water and Earth jutsu's mixed together, which is the element affinities the 1st had.
Not to mention the battle ships in one of the movies :D, but i know that's not cannon so it doesn't matter![]()

All bloodline limits (except ocular ones I'm assuming) are a mix of 2+ different elemental chakras mixed together in a certain way to produce the result that only people of a similar bloodline can produce. I think its safe to assume technology, or technology of war to be precise, evolved based on the needs of the ninja world. Theres some electronics, but nothing terribly efficient (like the jugs of battery acid shown during the 5 nation lords agreeing to the pact between nations), or small things like radios that only work short distance (like you see during the genin missions team 7 first got). Anything more then that is old school carrier pidgeon or mail man. With no need for bigger or better thiings because of ninjas, the technology doesnt need to exist.

The ability to combine elements is what is considered a bloodline trait, because it's not something you can learn. Sometimes it gets passed down, sometimes it doesn't.
