Something about Itachi and Nagato combining the trolling powers of their eyes also, all translations so far are pretty weird.
EDIT: And I doubt Neji is a spy. Too much shit going on for Kishi to randomly throw more random shit on top of each other to sort out. Probably some edo tensei ninja using some bullshit jutsu.
