they're fundamentally different - but they're functionally the same. Stays on until eaten/destroyed, can remove affected areas to prevent spreading, etc.

Nope never too late. It starts off kind of slow but picks up quickly after a few chapters. Oda's early artwork isn't that great but it's improved over the years along with the story. I recommend everyone who reads Naruto/Bleach to read One Piece.
