Meh. Better to leave as is so Kishi doesn't fuck himself over. It's nothing glaring as a story-issue, more like a lack of foresight of the story on Kishi's part. It's kind of like the whole Orochimaru/Sharingan bit and the Uzumaki/Kind of a big deal Clan out of nowhere issue.
It can still be extremely rare. However we have a big-ass group of ninja from everywhere showing up in 1 place, and bloodline limits arguably make people stronger/better ninja, so those with bloodline limits get more page time or an actual appearance, because they are more important to stopping the bigger threats, while regular ninja are stuck being "faceless ninja #632"
There's also different rarities within bloodlines it seems. Bloodlines like Sharignan and Byakugan seem to be given to every blood relative, while bloodlines like wood release and Bone Guy's who no one else shared with it. And then there's lava release which a handful of people have. It could be a bloodline that spans a large variety of clans that are only slightly related, but it just has a rare chance to actually show itself.
For some reason, I have a mental image of Madara--well actually, Tobi hosting an Oprah-like show and telling the crowd that everyone in today's audience gets a Sharingan.
In Bleach's defense, how many bankai's were whored out after the SS arc where it was explicitly stated it was a Captain prerequisite with the obvious exception of Kenpachi? Ikkaku is the only one I can remember and he supposedly "always" had it since the start of the manga.
Yah, I'm always confused when people say Bankais are everywhere in Bleach because there's only 2 people who "shouldnt" have bankai, but Ikkaku could be captain level, and Renji is probably close (but he also doesnt have bankai mastered. At least he didn't in the SS arc.
Hell, there are more people who have bankai that we haven't seen, than there are bankai we have seen.
There are less than 20 known Bankais in Bleach out of the whole SS so I think it's pretty rare. Just that the story focus around Ichigo and the people around his strength. I'm pretty sure that's the same with Naruto, I don't want to see useless weaklings that get kill off easily by Kage level ninja. I want to see people on the same level fight each other, and the strong ones usually have something special to make them stronger than the rest.

Yeah, that's not the same in naruto.
Only naruto and sasuke have powered up - everyone else(lee, neji, rest of the fucks whose names idgf about anymore) are leagues behind all of the new "kage level" ninja. Nobody besides kakashi has really grown after the time skip as a fighter. And only reason he has "grown" is because it was revealed that he has a mangekyou. That irritates me the most.. instead of building on the already cool characters available to kishi he goes off and keeps adding new ones and leaves shit like the byakugon out and almost forgotten - pretty much making every primary character a yamcha/tien/krillen except with 0 air time.
I think Kishi blew a lot of his chances to build up those characters with this arc. Instead we got random ninjas from random countries who people don't really give a fuck about fighting random enemies. I would've loved to have seen Neji/Lee/Kiba/Bug Guy gotten some really bad ass fights. I was thinking we might've even seen a Lee/Kimimaro rematch. Gaara and Shikamaru's crew are the only people we got to see in action in this war arc. And it's pretty doubtful now we'll see anyone else now with Naruto on the scene curb-stomping everyone.

and the problem with lava bloodline is its actually 2 different bloodlines one that is earth and fire and another that is fire and water (or something along the lines of what kanji is used) so 3/4 people use it but there actually 2 of each kanji release
Seriously, we saw some good shit from Gaara, Shikamaru, Chouji and pretty much no one else. The only two random ninja that I really liked were the ones from the cloud whose names I can't remember off the top of my head. One was in the ambush group with Sai and another was leading a division and fought off those two brothers who had 9 tails chakra. The samurai versus Danzo was pretty cool as well. But really, why haven't we seen anything cool from Neji, Lee or any of the seemingly forgotten ninja from the leaf? Oh cool, they fought some Zetsus, now lets watch Naruto buttfuck everything that moves!
What the fuck happened to the swordsmen guys? I dont even remember how they resolved it...
Better that then them showing up somewhere else with little to no explanation given and we're all left to assume they won off-panel/screen. Hi2u Bleach.
They cant just show up elsewhere, otherwise kakashi is dead =(.
