He probably did, but couldn't use them correctly or forbid himself to use it, since Edo Tensei uses a human sacrifice and this chapter revealed that the 4th is the only one who could use the FTG technique with out the help of others to do it.

Using the Dead Demon Seal is sort of the ultimate equalizer technique. Anyone can kill anyone else with it, at the cost of suicide.
