It's pretty obvious he's not Madara, but he also seems to literally be no one. The anime reconfirmed my suspicion that Tobi is some kind of artificial life form that inherited DNA from multiple people.
So...
Does it say anywhere that Tobi's space/time shenanigans is an ability of his sharingan? I'm asking because maybe it's just a regular jutsu and he could do it even if he didn't have sharingan. Like how Chidori is to Kakashi.
There's no evidence anywhere that says it requires his Sharingan, but there's also no evidence that says it doesn't requite his Sharingan. All we know for sure is that he doesn't use a Mangekyo to perform the jutsu.
Kakashi uses Chidori with his normal Sharingan though. He initially did it that way when he introduced it. He explained why he did it that way when we had his Gaiden series.
It hasn't been stated anywhere. For the moment, don't over-think it and simply call it an ability. We've been introduced to men and woman that are immortal, replaced their entire body to be placed into a jar to further be placed into puppets, transforming their bodies into sharks, have mouths on their hands and chests, and willingly turn their bodies into tangible paper until exposed by a water-type element.
*Added speculation* Tobi is a form of Zetsu created by real deal Madara. Get over it already bitches.

I've been saying he's a Zetsu artificial clone created by Madara to experiment with Uchiha/Senju DNA since months <.< I believe it's the most logical answer to what Tobi is.

I'm half wondering if the left eye was Obito's since he had the rinnigan put inside in place of the one he used to cheat death, I'm pretty sure he hasn't done/been able to do a time space jutsu otherwise he'd have trapped naruto in his little creepy dimension box by now, and i believe its empty now (his dimension that is)

The ability puts him in another dimension, but hed still have to fight him. He could also genjutsu in his dimension, but that doesnt work on full powered jincuurukis. So in the end, whats the point?
naruto seems to be immune to Tobi's phasing. when naruto met tobi a dozen chapters ago and they headbutted, I believe Tobi said he tried to just go right through him. then he said it was a good thing he had a really strong mask.
so it's probably impossible for tobi to warp him even if he wanted to. at least when he's in ssj mode.

It seems he does still possess his intangibility. It doesn't say why Naruto wasn't affected by it though. Tobi doesn't even know why it didn't work.
You could take it that way. Or you could take it as Tobi being an overpowered douche and testing his own strength. Then using that fact that he couldn't even dent it, decided to rub it in.
