I don't think he's expressly complained about it, but didn't Kakashi or someone observe that he was doing something to conserve chakra because of the strain? I think it was letting the Jinchuriki run free or something, rather than controlling each individually?

This entire revalation makes no sense. Obito was the weakest uuchiha in the village. I know Sasuke getting all his upgrades is bullshit but using the people we've seen as an example it's just ridiculous that one of the worst at learning would suddenly master his eyes at the rate of super ultra geniuses. In a very short amount of years he had to(while half dead) learn the secrets of the sharringan, upgrade it without any help from other uuchiha, learn ALL the secret techniques, learn all the secrets so that he knew to get Senjuu DNA, infiltrate/takeover akatsuki, train up well enough to fight the 4th Hokage and live, take over the hidden mist village and have a reign of terror long enough to make it renowned for it's rites of passage, continue this long enough that Zabuza killing his whole class and causing them to have to abandon the practice was considered unusual, and probably a dozen other misc plotpoints I've forgotten.
There's at least 5+ years missing from this bloody timeline.
yeah, I'd have to say that the Tobi persona was not always Obito.
I was going to say maybe Obito has only been Tobi since the formation of Akatsuki, but Kisami recognized Tobi as the Mizukage, which means Obito was responsible for the Mist graduation death exams, which seems at extreme odds for a person who seems to want to bring peace to the whole world. Peace came from no one being in control of their own mind, but peace none the less.
Obito being half Zetsu (whatever zetsu is) could also be what let him be able to act like crazy foolish joking Tobi if it gave him a second personality. I can't see someone like the serious Tobi acting like Foolish Tobi no matter how convincing a disguise it is. Though most likely he has no other personality and his other foolish persona wont be brought up ever again.

I was thinking that "Tobito" was Tobi posessed somehow by whatever the fuck black zetsu is, or something along those lines; possibly a mass of uchiha souls fused together or something by crazy jutsu spells and senju chakra, all acting under a single purpose while posessing the collective intellect and memories of each soul?
Yeah, crazy, but that's what crazy plotholes-for-the-current-moment-in-time writing will do to a man. I know Kishi will wrap this all up nicely in about a year or so, but goddammit, right now everything feels wonky.
