Looking back at the old chapters, Hiruzen gets proclaimed by the first and second in a flashback, "from tomorrow on, you are the hokage." Yet in another flashback, Hiruzen is selected by Tobirama as hokage before sacrificing himself to stall the enemy while in the middle of a battle.

I always read the 3rd as being the strongest Hokage that wasn't packed with bullshit cells that make you into a shinobi Superman.
Alternatively you could look at the databook and simply dismiss it as being before Kishi decided to pump the 1st and 2nd full of plot steroids.

How does the 3rd even compete with these bloodline/forbidden shit like susanoo with regular stuff because we never hear anything special about him like the "thunder god" technique, tree stuff, or whatever

I mean, the Madara we're seeing now is Rinnegan Madara: Not exactly the same Madara who fought Shodaime. Plus, it's Madara with a limitless supply of Chakra. He's got bitchin' techniques, but if he wasn't an Edo Tensei'd zombie, the dude would have run out of Chakra eventually between meteor and sustaining Susano'o.
Sandaime past his prime held up against Orochimaru and Tensei'd Shodaime/Nidaime. 13 years earlier he was leading a defense against the rampaging nine tails.
Pretty sure in his prime / during the great Shinobi war, dude was a fucking badass. Let's not also forget he was (I think?) trained by both Hashirama and Tobirama.

Let's be real. Naruto himself was always clearly destined for greatness between having Minato as his father and then being given a Nine-Tails power-up. Even when he beat Neji, it wasn't through hard work and training, it was through Nine-Tails chakra. Then remember his true power, the ability to inspire the people around him!
