From what I am being told, Shinshun no Jutsu, or Body Flicker, is a technique where Sasuke uses a burst of chakra to propel him forward, only for a moment(think Tsunade/Sakura and their strength). The question I have is 1) How the hell can you tell the difference between normal speed and Body Flicker, and 2) Does Itachi have it?

And no, Bleach has nothing to do with it.

I'm pretty sure Mangekyu doesn't just equate to that parallel universe in which he controls the flow of time. I think all sharingan traits are boosted when you're using the Mangekyu. Remember during the fight between Naruto & Sasuke, when Sasuke's sharingan went from two dots to three, all of a sudden he could see Naruto's movements? Think of it along those lines, Mangekyu, while giving access to new abilities, is just another upgrade of the three dot sharingan
