The idea itself isn't a fuck you move but Tobirama clearly brought it up because he didn't want Madara to be in charge. If Hashirama told him he was going to be in charge do you think he'd have still been so passionate about it? Tobirama is clearly a dick perpetuating everything Hashirama is trying to end.

I won't deny that Tobirama had it out for Madara but this decision wasn't about Tobirama since everyone had already decided that Hashirama should be the 1st Hokage through a vote. Tobirama may have been pleased with the results but if the village had picked Madara instead he'd have had to just grit and bear it. The fact is that Madara wasn't cut out to be the leader of a village in peacetime and even his own people knew it.

With or without what Tobirama said, Madara jumped the gun. He overreacted and let someone he know was out to get him push him over the edge and that was all his own fault. Seriously, the master of combat and tactical genius Madara Uchiha ragequits because someone speaks ill of him? Someone he damn well knows doesn't like him? So much for tactical genius.

He basically did the same thing Orochimaru did when he got snubbed - "If I can't be the leader then fuck everything, I'll destroy Konoha."

This is why Danzo tried to take over the Kage summit and become the leader of the allied nation, and why Kakashi was the first choice to replace Tsunade because every one loves that nigga. Still makes no sense considering the candidacy isn't volunteered for, but rather selected by the village elders, but it's not a complete "dictatorship" or democracy.
