This is correct. It is ambiguous though, but it's a point never bought up again. You'd think kerala, at some point, would have mentioned how he's only at half power.

ohhh lawd what did i start? lol, i was thinking that it could probably still be sealed within Minato but remembered that Oros arms were sealed in the 3rd but he managed to get them back when he opened up the death god, so i guess that it has either dissipated or it is actually still in Minato due the way he sealed it
