When they do the tallies every sunday, what happens to the regional merchants? I've been hearing rumors that they're all open for that 10 minute window.
Just like to see if anyone else here has heard of that or if I'm just wasting my time.

They supposedly are. It's how people get their hands on Movalpolos Water since it's never under anything but beastmen control on Bahamut.
I've tried the Movalpolos Water trick both at the Windurst Regional Vendor and at the Oldton Outpost Vendor (he appears for the duration of the tally then vanishes again). Although both will talk to me, neither will sell me anything.
Something I've just this moment thought of, so haven't tried, is maybe you can trade some equipment (obviously nothing you actually care about) to the Movalpolos Outpost guy and see if he'll be inclined to sell you something after.
As far as I know, a vendor that has been selling throughout the week will continue to do so during the tally, even if regional control will change with the results. I'll check in about an hour and a half if someone who's about to be able to sell things/region is firmly with another nation will be able to.
I don't think there is a vendor for there is there? It's just an area, and the only way to get it is to go kill bunches of junk but no one ever does so no one ever has it.
Just checked regional vendors around Windurst on lolHades:
Sarutabaruta - Windurst -> Windurst = available
Vollbow - Windurst -> Bastok = available
Derfland - Beastman -> Windurst = not available
Zulkheim - San d'Oria -> San d'Oria = not available
Qufim - Beastman -> Beastman = not available
I therefore conclude that the regional vendor availability changes as the results are announced, and the tally does not affect vendor availability. Which sucks, as I would really like a load of Movalpolos Water.
I did take a screenshot of the conversations, but I have ye olde PC that can't run windower and the print screen -> paint trick didn't work.
The vendors do appear. They will not sell anything. You can trade equipment to give your nation the lead, but it only lasts for the length of the tally and even after you trade, they still won't sell anything.
