I can't remember all the Pokemon in the different tiers of power, high legendaries with good stats are tier 0-1 and it trickles down, Arcanine is at the top of Tier 4 or 5, which is really good, maybe 15-20 pokemon are higher, and they are the hard to level/legendary ones. ) Fire types normally can't be found in the game before the 3rd gym or so if you didn't pick the fire-starter, that was always kind of annoying to me.
I was talking Pre-Advanced , not talking D/P/R/S/E here. He used to be good but got ruined by Advanced. The new moovepool isn't that great either. 65 dmg Thunder Fang, woo? Maybe you'll surprise a water in the first 2 weeks of online play, after that it'll be expected and you'll just counter with a ground/rock type. His only defense against Ground/Rock is Solarbeam lol, so unless you have a Powerful Herb and a Solarbeam in your moveset, Arcanine sucks.
Oh come on. A Pokemon, heck, every Pokemon, has counters for it. I can't really think of any Fire type that's gonna have a particular advantage over Ground/Rock types. Most dragon types have an extreme weakness to stuff like Ice Beam, which is a really common attack, but they are still pretty good, for example. Arcanine is very effective against several popular Pokemon types, especially grasses that try to take advantage of Sunny Day/Solarbeam, and Steel types (a Arcanine without a hindering speed nature is faster than 90% of them, one Flare Drive and bam, even if they switch it to a resistant type that's still a nice damage chunk with a 120 power attack). I'm not sure on the whole Advanced metagame since I've never gone out of my way to try to battle various people pre-Wifi, but D/P changed a lot of pokemon for the better, Arcanine being one of them (attack and sp. attack are both pretty high). The Physical/special move split is huge, gives a lot of pokemon various movepools and options to work with. Trying to make those movesets for "dealing with everything" on just one Pokemon usually doesn't work out from what I have seen, that's the whole point of making teams.
Edit: Tch...you gotta get the national dex for the GBA unlockables. Fair warning...if you don't choose the fire type, the only fire types you'll find before beating the elite 4 are ponyta and magby...>.<
