The only thing thats going to come close to the accuracy of a mouse is something like the Wii-mote, because analog-sticks are just too slow in comparison. RE4 on the Wii has a huge difference in accuracy compared to a normal controller, at least it did when I tried the classic with the game.
That being said, when a game is designed for a console, its designed for a controller, so I don't have any problem playing with one.
90% of the FPS's on the 360 work quite well with the right analog aiming (at least for me it does).. when a game is designed for a console, it just works well with the controller (in most cases..)
Gears work exceptionally well with the 360 controller, and I've had 0 problems shooting enemies in the face even on the hardest difficulty (ran through it twice, god I love the part on the 4th act I believe when you split up and one team goes to the top of a building, I just go up there and start sniping all the enemies in the head heh..)
All in all, stop bashing the game before you give it an honest shot... and no, playing through the tutorial level on Easy doesn't count.

On insane I easily thought it was the hardest part of the game. It took us like a half hour to finally perfect it. But when we did it felt great!

Try playing online Co-op through the entire campaign mode. It does not get much more fun in gaming recent memory than to Co-op through Gears, especially on Insane.
News flash: People don't go to Hooter's for wings, and people don't play shooters for story. Sure it doesn't have the strongest story. Aliens invade, not many people left on Earth alive, so these 4 attempt to save humanity, sure it is run of the mill. Part of what I feel you are missing with the story though is the overall atmosphere. Gears has what was has been called "beautiful destruction". Other games have attempted this, but I feel Gears perfected it, and while it is not directly part of the story, it definitely lends to it.
