Do I have to wait till a party members 2hr wears off before I can reset the timer on it?

example:
mnk uses 2hr.
15 seconds later cor rolls a 6 on his 2hr.

will the mnk's 2hr be reset?

It will reset during. It's the same as if you use your 2hour in limbus, then open the 2hour chest.

Khamsin pretty much said it. If your party member has used the ability, that means his recast timer is already winding down, and Wild Card can reset it.

However, the effects of a 2HR ability won't overwrite itself. For instance, if I hit Astral Flow while the effect is still active, the duration of the ability won't reset. Best to wait until the effect wears off before you reuse the 2HR.
