I'm lvl 11, using Insect Balls in Jugner Forest at the lake. I think in about 6 stacks, I skilled up to maybe 11.6 (from 11). Is it really this slow going, or is there a faster spot to try to skill-up while catching carps?

Welcome to fishing. Skill ups are....slow.
Best you can ussually do is about .9 to 1.1 skill up fishing to exhaustion each day on nothing but skill-up fish. Even targeting just skill up fish you're more likely to get .2 to .4 in the 3-5 hours that the game will let you fish in a given day.
Personally, if I were starting up fishing now I'ld go for higher priced fish, sell them, and buy moat carp rather than trying to do hybrid moat-carping and skill up fishing.

I fished up Moat Carp while buying out the AH's moat carp.
Lu Shangs only took me 4 days, but it was an expensive 4 days. :\
I did Cheval Salmon and Shining Trout in East Ronfaure from 11-19.
Not any money there, though.
I actually don't mind the semi-slow state of skilling/moating right now. Three stacks of gold carp make up for the money spent on materials for the insect paste, and the skill-up rate seems a little better. Plus as a side bonus I think I fished around 100+ moats last night. I'll probably use the money I make from the golds to buy moats whenever I'm in town.
You can always fish Nebo's at 11-12, I started nebo's at that level, needed full fishing gear and albatross ring (Friend helped me get) though till I got to about 14 skill, now they are very easy to catch. I've gotten to 16 skill now on them, and I get skillup (.1-.2) about every 2 stacks of nebo's I catch.
