a few recommendations for trying to get on ffxiclopedia:

check your time/date settings, make sure they're accurate.

try release/renewing your IP address

Try doing a traceroute to the server to see where the connection breaks

it just replaces the /map with a file that has stuff drawn on it to make it alot more useful

Where can I get the maps?
I haven't seen that on his LJ

edit - Sorry I see it now. So I just extract it to the same directory and it pretty much overwrites all of the current map files with ones that have tips on them.

The only thing I wish is that by using these maps, it would still show you the map in zones where you haven't bought/quested the map yet.

Wishful thinking, but if you dont have the map in game it is a generic "no map" dat for all zones that you dont have the map for so it wouldnt really be possible to ninja the maps into your game. My suggestion is go out and get some maps

While it may be possible to give you maps you don't already have, that would be changing the game functionality and it's not something I want to be doing. I just tried to make the maps that I already had useful. I found myself checking ffxi-atlas way too much to find my way around cause most of the standard maps are seriously inadequate, particularly with some cop zones where 50% of the map is hidden paths.

I had a friend send me his 57 .dat and i have that now, just need to test it out later

I just tested both 57.DAT and 57-SE-utsusemi.DAT from 0.11. Both work fine. Download again if you have problems.
