it's funny someone posted this, i've been in crawler's nest since 9pm est last night... so there hasn't been any weather in rolanberry/crawler's nest for about 24 hours... i did sleep, but i checked the weather npc before i did and it was sunny sunny sunny.

it's really frustrating, i'm not going to say glitch but damn

Most dungeons have the same weather as the zone where you land when you escape. The only glaring exceptions that I can think off-hand are Korroloka Tunnel and Ifrit's Cauldron.

Arrapago Reef, I think. Unless it snows in the Reef when it rains in the Mire. Obvious exceptions are areas with constant weather (Cloisters, Hazhalm, etc.), unless you can't escape from most of those zones...

And as for blm af+1s I don't have any because they arn't really worth getting. I've had both materials to upgrade since not long after limbus came out but no reason to.
