Cleric's Cap is the worst piece of the entire set; I don't mind gimps obtaining it. What I do mind is people actually wearing the stupid thing.

I'm not saying that Cleric's Mitts are bad (I have them too and I really do like the +enfeebling), I'm just saying that in terms of Cleric's gear, Cap isn't really that bad. I'd say it's third or fourth for all-around WHM: Marduk, Turban, and Zenith all trump it in their own respective ways.
Mitts are still worse than the cap though, in my opinion the cap's probably the best piece of Cleric's aside from Briault.
Pantaloons are the best i'd say
Pantaloons, Duckbills, Briault, Mitts, Cap.
In order of utility, the Cap is at the bottom of the scale for me.

=261 enfeebling magic w/o merits (much more if they have rdm/blm and merited enf magic.)
when you consider that the enf magic of a crappily geared blm is 230 base, + af body for 240, you're significantly outpacing the crappier blm out there. with a more finely tuned gearset, including nashira pants, merits, enfeebling earring, and other less pedestrian items to find lying around on the cheap, a whm's enfeebling magic could likely get on par with a poorly geared rdm, significantly increasing the useful skillset of a whm. granted, it's not sleepga2, but if you need something to stick (a silence on a scorp b/c your rdm are sleeping on the job maybe? ^^), there's a decent enough chance of getting it through to not ignore the value of it. even still, the situations where this would be useful are limited, thus ranking them in the lower echelon of whm af2, but they are not without their purpose.
