I think completed, it was just a feeling based on what I've seen from this kind of service on another game, dont take my word on it happening in FFXI. On Ragnarok Online for example you cant server transfer carrying on God Items (which were the equivalent of relic weapons there). You could transfer the ingredients to make them though, just like I think you will be able to transfer currency and maybe non-stage 5 relic from one server to another.
