Another idea is they could be HQ3. It's generally accepted that HQs are rarer as the number goes up (HQ2 rarer than a HQ1, etc).

Being a T0 *and* a HQ3 could make it possible that it's synthable but we haven't seen it yet.

If it was HQ3 we'd have seen one. The game's been out 4 years and there's tens of thousands of these rings across all servers.
