Too Weaks are only meant to aggro when you are resting, or when its a Detector. The rewards are all racing related too, and since you can only compete against NPCs it's just a time sink. Ugh.
I'm quite happy that you can buy items with chocobucks.
Normally, I pay like... 36k for a stack of Vomp Carrots. With 10 Chocobucks I can get that. At most it would cost me is 2-3k.

For official races it goes 500 > 1000 > 1500 > 3000(which I think costs 3 chocobucks). I haven't tried reruns, but they might give the same amount of gil.

Bounty Hunters are Smithy-type, run at about 125% speed, and are typically paired, running intersecting paths along the coast (and turn almost immediately upon reaching the end of their path). They patrol the entire coast of Buburimu, cliffs and beaches, so I assume they do so for all of their zones.
Other than the running speed, they're negligibly stronger than other mobs in the zone, so I don't see why these would ruin EXP in their areas. I didn't see a single Tough-to-75 Bounty Hunter, or hell, anything stronger than normal, among all of the bounty hunters in Buburimu, which is a lot.
