DAT file question

Are key item names stored in the DATs soemwhere? If so, which file?

I asked this when the latest patch didn't update any new key items or titles and was told that with the new French/German stuff that information is either stored in a new file, whereabouts unknown, or that it's possibly stored server-side now. Maybe someone will answer who knows this sort of stuff though, I'm just regurgitating this from my memory lol
