For that RNG it looks like you just ran into some town gear... considering what the rest of what they are wearing is pretty damn good. I think you just got whooshed, unless of course those are just look alike gears and not what they are supposed to be.

Secondly, I don't think you can expect someone with a Maat Cap to have perfect gear for each and every job 66+. Might be one of the jobs he doesn't use as much and thus doesn't have the space for tip-top gear.
