strobing led's are illuminating falling water in a way to make it appear like the water slows/stops/reverses in time as it falls

if they can slow it down going downward relating slowing down in forward time what's stopping the led's from strobing upward making it seem like they are reversing time?

i'm not saying you're not wrong, but it makes sense to me. explain why you think it's being reversed?
