Looking for a few good ideas for a NPC compilation I'm trying to put together. In general these should be fully fleshed-out NPC's with all statistics, backgrounds, personalities, etc. If anyone has any interesting ones, I'd love to see them

I don't have one, and I'm pretty sure Wizards of the Coast doesn't have one, but there are a few character generators out there to help design NPCs. I know one of our DMs uses a generator pretty extensively.
But if you're looking for a character aside from that, what level do you want him/her/it? I could probably come up with something, like an old character.

Depending on the setting, Hellsworn NPCs can be pretty interesting.
Dryads that have been afflicted by a change allignment spell are fun too.
if youre a GM just make them on the fly with stats you think of lol

Easier said than done. Customizing a dnd character to make it powerful is a pain in the ass, there is too many skills/feat/spell/items, and not all combo are good. Players are always overpowered, and will assrape anything you put in their way if you didnt spend 2 hours making something midly powerful.Originally Posted by Xiona

The last time I DM'ed a DnD game... which was quite awhile ago... I made these five house rules(among others) which did a nice fix on the powerlevel:
-Power Attack gives .5 / 1 / 1.5 bonuses (like in 3.0)
-Power Attack is limited by your STR mod + 2. (to make up for this: I added a feat which allowed you ignore 1/2 of DR with Power Attack, and another feat that allowed you ignore all of it)
-Toned down magic items a bit... practically removed the ones that "everyone has" like Cloak of Resistance.
-High-powered spells were very hard to get... I treated them like magic weapons of the highest tier. There was a side-quest to get one or two new spells.
-I used the Action Points variant... I would give Action Points to important NPCs and gave them the ability to "Drop to 1 HP instead of dying or going 0 or below". I would use this one often to increase the length of the battle.
Problem is that when you play with more than 1 player, there is usually 100-200 more dmg incoming before the npc get his turn again. It's too easy to get absurd damage like 1d10+70 per attack with low chance of missing.-I used the Action Points variant... It's almost impossible to balance thing out without making the fight impossible or using cheap tactic that would make players angry.
