Still illegal to use a handicapped sticker, even if it's a spare, if the handicapped person isn't with you or going to be with you when departing.

You can get a handicap permit for your car if you have to drive someone around that is handicap..
The best way to approach this guy is to not jump on him but kind of joking say, "I bet you get a lot of looks parking that in those type of parking spaces." and he might say in a friendly way that he has a heart condition or something to prevents him from walking far or he might be a total ass and say he got it to drive his grandma around with.

A close friend of mine has one, but if you saw her you would think she was perfectly healthy. Anything more then a short walk would kill her back. One of the few times we got to hang out (she lives about 400 miles from me) we went to an amusement park, and by hour 2 we had to go get a wheelchair for her, she just couldn't walk anymore. A friend of mine got into a really terrible accident a couple of years ago, and during his recovery he was given a handicapped sticker for his car. Well, time went by and he luckily recovered, but he still uses the sticker.
Could be a similar situation with the guy in your case. He might have, at one time, been in an accident, and even though he has recovered from it the sticker is still applicable because the time on it hasnt run out or something.
And also, maybe he got into an accident and there was a lawsuit and he got alot of money, making him able to afford a mustang. That doesn't make him a dick...

all you need is a family member who cant drive and youre their primary source of transportation.
then you get a temporary one you hang in the car. nothing you can do about it seeing how its legal. aside from kicking his ass and making it so he actually needs the sticker now.
