I suppose the liquid sakuradite could have been just a bluff by lelouch that would explain a lot of things, mainly them not getting blown to shit when suzaku removes it. But it's still a really shitty way to resolve a cliffhanger.

The show ended on a climax, it's not an uncommon way to end thing when you have sequel. It wouldnt have lasted 24 episodes if they kept the same momentum, so they had to end it there and start a new arc if they wanted to make a second season.
