Hate is one thing, uninformed exaggeration is another. Back when I was going to an Art Institute, we'd gotten a little sneak peak at the animation process. At the time, you could expect a cel to take about 45 minutes to an hour for a combination of artists to complete, and you'd typically want at least 18 cels in single second frame so the eye doesn't start registering things as choppy.
Now, this doesn't rule out using the same cel multiple times for stills or something, but if you're going by a 24 cel shot, that's 34,560 man hours per 24 minute episode. Fortunately, stuff is done in teams so that actual time is cut down dramatically, but there's absolutely no way you could shit out an episode in under 24 hours with all the storyboarding and other creative red tape in the process.
