But that level of animation has happened twice so far from what I've seen linked and it lasts a few seconds? I'm referring to the stuff that looks like the Dexter's Lab, PPG, etc. style. How many episodes are there, maybe I'll force myself to watch it instead of judging it without watching it.

Even in the normal style the animation is still incredibly good and fluid. You should watch the episode, because the second half has ridiculously good animation, and even the previous episodes have great animation.

The transformation sequences are incredibly tiny parts of the show (you maybe see 1-2 minutes of it across 6 episodes), and they aren't why the show qualifies for good animation.

If there is one reason to watch Panty & Stocking, it's the animation. The show rarely make me laugh, and the story is uninteresting, but god, it looks great. The battle scenes are particularly awesome.

Perhaps it's better put that the character designs are mimicking shitty american cartoons and that's what some people don't like about it. PSG is one of those shows that absolutely divides its audience - either you love it or you hate it. I'm in the 'I hate it' boat because I'm just not entertained by crude humor, which of course is the bread and butter of PSG. I can see why people would like it, of course, and it's definitely something really interestingly different from 'normal anime fare' which, frankly, more anime studios need to start doing here and there, to keep things fresh. Although I consider PSG a huge step down for Gainax, it's mostly a judgment based on the content and particular style they chose - I do like that they are doing something different, I just wish it wasn't so...stupid.

What shitty american cartoons is it mimicking? Just because it isn't the usual affair of moeblobs doesn't mean that it's shitty. Stuff like Cow and Chicken, PPG, Dexter's Lab etc, this style reminds me heavily of all of them, and they certainly weren't shitty cartoons.

Is it better when a Japanese company takes a show like PPG and turns it into anime? Is that a step up like this seems like a step down?

I get people might not like the style, the humour or the story (which are all understandable), but the art and animation are fantastic. This definitely isn't a step down for Gainax.

Finally got around to watching all 24 episodes of Fate stay night. It was pretty entertaining, if not a little sad in some parts. Is UBW worth watching? It's supposed to be an alternative ending to the Holy Grail War or something? It was originally the entire reason I watched the series first but the beginning seems like a complete rehash of what happened in the series. I assume it will be different after a certain point. Just curious how good it is.

UBW is worth watching if you want to just see action, as far as story goes though, you kinda need to actually play the game to understand since frankly, the damn thing cuts off so much background information and important plotline.

Shinryaku! Ika Musume 5
Mini Ika Musume was so cute, that was such a cool little piece. Little sad ending though Her going to the school and thinking it was a military base was pretty funny too, her dropping down and crawling then interpreting all the school rooms. Haha.

That second half of episode 5 had me rolling. It was so fucking weird and surreal, but sweet and sad at the same time. I loved it. Animation was surprising good as well.

The translation was made by "mirror moon" so you can google it for the patch. Although I think I was able to find a torrent with a patch already applied or something.
