Can Any of you Write Programs?

My brother is starting up a web business and needs someone (or maybe more than just one person, I don't know really) to write a program for him. He said:

like in the stock market if i use an indicator to tell me when to buy a stock...i want someone to build a program that will recognize the idicator and buy it automatically so i dont have to do it.

There are a lot of programs that already do this (http://www.tigersoft.com/ for one), dont see the point in making one.
