The reflection is from another angle, so from that PoV i guess you wouldn't see the hand there. But idk really.

Huh...that's because he is behind the guy in white shirt. With the angle, his reflection would appears a little more to the left (which is why his arm would appears between both window. Just look at the first window, his head is right above the chick's head, while in the real scene, he is far to the left. Also, look at the building behind him and building in the reflection

Look at the road. Cars arnt there in the reflection on the bottom portion and I highly doubt that 2nd window pane over could reflect the stationary car that's about lined up with the corner of the building.
