Buzzing TV

Lately my TV has started to have a really high pitched buzzing sound whenever it is on. After I leave it one for awhile it starts to give me a headache, like my ear drums are going to burst.

It has nothing to do with the sound or other things around, it's still buzzing when I disconnect everything and hit mute. I'm thinking maybe it's a build up static electricity because even after I turn it off, I can feel the static from about an inch and a half away from the screen. Is there any way to discharge the build up? Or am I SOL and should just buy a new tv?

BTW it's a 27-inch Sylvania CRT non-flatscreen.

But really, maybe reading this will help. Honestly, I've never used a CRT that doesn't make that high pitched sound. Most of my friends never hear it though.
