e4 or the chansey chick in 228 (sandstorm). After you beat/catch heatran the 'level cap' of trainers all rise and some are higher level/give more xp.

I usually don't read the boards when I'm battling but sure. Btw that one time Skarm lived with 1 hp lol. And yeah 3 spikes is 25% hp off each time you switch in.
