Its underneath the center of the cycle bridge. You need strength, and thankfully you wont need flash to navigate. If you have mad bike skills you can make it to the end of the area and get the Earthquake TM too. I suggest a repel or 2 for it though. Random encounters kept fucking up my jumps.

He is in Canalave, the town with the Steel gym, house under pokecenter. I would have answered sooner but I didn't remember and had to fly to each town.

How do I delete HM moves from Pokes?

Are pokes you've raised from lv 1 stronger than those caught at higher levels in the wild?

No all pokemon are created equal. You might be fooled into thinking your raised pokemon is stronger simply because it's stats are higher but this could be due to a number of things.

An IV difference in the compared pokemon resulting a stat difference
An EV accumulation on the trained pokemon which happens to boost the stats you're comparing

But no, pokemon in the wild aren't any weaker, nor are trained pokemon from level one stronger than a trained pokemon caught at level 99. It's all about the IVs and the EVs, nothing affects a pokemons growth except those. Not Rare Candies, not Day Care, not catching with certain balls, not even tender Love and Care, no matter how much Lbelle and SilverBreeze try to convince you.

Also, Lbelle you are crazy if you're really trying to go for a Shiny Vulpix . If you want a shiny one so bad just ask the right people maybe someone will have it.
