1. Press L+R at the inventory screen, then you'll get 493 Masterballs.
2. Set Masterballs' quantity to the Pokemon's number you want. (Example: Mew=Pokemon number 151, discard until you have 151 Master balls)
3. Hold L and encounter Pokemon. DO NOT push L+R together again or you will have 493 Masterballs again (unless you want Arceus as his Pokemon number is 493)

If you've got a couple of GBA-friendly machines (a regular GBA + your DS will do) you can do what I have...trade over a "sweep team" that'll wreck everything in the game to one of the pre-pearl games, then just keep starting new games and farming up one-shot TM's as needed. You can then import them to D/P by having a Pokemon hold them before importing it to PAL Park. When you don't have to level up or train pokemon, it's handy and you can always get a herd of starters while you're at it.

I'm trying to get all the tms so I can dupe them for when I need them and that's the hardest one to get. Clefairy slots are made of fail and omfgthisisgay.

yeah somewhere between hypnosis landing on my dark-type pokemon, toxic+sandstorm leaving you with 4 HP to endeavor me, and a single body slam from an unbuffed snorlax doing over 400 damage to a perfect def-IV vaporeon, I got the idea I was losing that.
