If the claustrum functioned as a 100% replacement for all HQ staves, it would save us 7 spots for more gear, which is a monumental godsend for career blms.
Even if all it did was the 15% on the 6 primary nuking elements, that would still be a godsend, because most people would only keep the dark/pluto's around for healing, thus saving us 6 spots.
Even if it only replaced NQ staves (10%) on the 6 primary elements, I would still get it and save room on the fire, wind, earth, and water HQs, keeping my apollos & aquillos.
Bottom line, smns have a dragons/bahamut's staff to sidegrade from HQs. Blms do not, we need one, and that was the primary hope for the claustrum. It didn't turn out that way, and we're bitter.

I can deal without the other random effects the ele staves give (Water's +MND, Earth's damage reduction, et al) since they're not of particular use to BLMs anyways. HMP+10 is awesome, and I'd carry my darkstaff around for that alone.
I'm guessing the reason they didn't give BLM a club as with the AF weapons is due to the game-breaking effect it would have when dual-wielded as BLM/NIN with a Seveneyes...

If it was only +15% Elemental Spell Bonus and -3 Perp Rate, it still would be okay. I mean, whats a Relic + NQ Dark Staff(and maybe a HQ Ice Staff or Light Staff)? 2 Slots instead of 7 or 8. At least it'll help the staff AH flood a little.
I too agree that you should be able to combine Obis through the "In the Name of Science" quest ;/.
