Uh, no. A summoner that uses Rolling Thunder on my RDM does not cause the Enspell effect I receive to suddenly start dealing 17 damage, nor does this occur when an RDM/SMN decides to have a summoned Ramuh perform Rolling Thunder. Rolling Thunder is a static Enthunder buff and its damage never goes up or down unless you factor in mob weakness/resistance.
Seriously, where on earth did you hear this one? It's not even close to correct.
Personal experience. Just get in a party with a ninja (no enhancing magic skill) and a pld(has enhancing magic skill). Have them fight the same mob, use rolling thunder on both of them, and note the difference in damage in your chat lot. That's how you can tell that the enhancing magic skill of the person that's buffed affects rolling thunder enspell damage. You should know this

You say "you should know this", but I'm inclined to believe you're full of shit.
If you think enhancing skill effects Rolling Thunder, it should be simple to test on just about anything using the jobs you mentioned, PLD and NIN. Post some screenshots.
(Enhancing skill doesn't effect it by the way, but feel free to humor all of us.)
