    NPC I've never seen before in starting City...

    I was bored in Port Sandy one day and entered that Pub near the Airship docks.
    I saw this bearded Elvaan model that mentions Aradjiah (TOA continent) and the ocean.
    I talked to him a couple times, all he ever does is say the same thing.
    I searched his name (Raq..something) in somepage & wiki, nothing.

    Since Airship travel is pretty much dead (with most people being in TOA, having most of the outposts, and having access to at least one of the many transportation spells/items), I can understand why he hasn't even registered on any radars.
    Am I making a mountain out of a mole hill (I debated even putting this in the nub section) or could this actually be something I missed?

    the lure of the wildcat quest has 4 npcs in each part of town, including port sandy
