If the WAR doesn't pull hate regardless of the subjob and/or weapon, then there's something wrong with the WAR than just their preference in subjob and weapon.
Aside from puks, I can't remember any AoE TP move that shadows can help a lot with, not to mention one puk AoE goes through shadows anyway, and their AoE is weak shadows or not. Without fresh shadows, any multihit TP move from mamools will do some damage. Shadows are good for skoffins though. However, the endgame merit scene is ever evolving, and apparently who exps on anything by colibris these days? Shadows isn't that much more advantageous than a well placed seigan/third eye against those birds.
It's not like people still exp on weapons in sky. Of course, the /SAM will have to be good, unlike /NIN which is practically idiot proof.
Reason Steel Cyclone doesn't feel so loved in this thread is because of all the n00b gimped WARs that opened their mouths in it about how they use /THF, /SAM, or /loldrg (in Meripo), wielding GAXE (in Meripo). Only time it's ok to use /THF, /SAM, or /loldrg and a GAXE in a Meripo is if it's a private Meripo with friends who don't give a shit about how much their EXP/HR is being gimped.
/THF or /SAM are for HNM situations. /loldrg is n00b. /loldrg loses to both /THF and /SAM. /NIN is for Meripo and everything else.
GAXE is for certain HNM situations. AXE/AXE or AXE/SWD is for Meripo and everything else.
Get it right. Don't be n00b.
I merited as WAR/SAM a couple of times just to try it out. It didn't really parse badly, beating out a couple of decently equipped NINs by a bit, but the damage is most definitely a fair bit behind /NIN's. And even with Seigan+Third Eye it's a fairly bad MP sponge. I could have done more damage than I did probably, but it would have killed the EXP due to me sponging. Additionally like Xavier said /SAM does damn near nothing against AoEs and I believe single target spells also.
It's fun and all, but I'd never use it outside of a fuck-around PT with friends or in other very specific situations. Gaxe is cool and I'll prolly pick up a Perdu axe after I get the katana, but sadly it really doesn't have much of a place in a high-chaining merit party.

Gimped players in skill/gear get noted and avoided from then on. As WAR main, leaving WG w/o /NIN means being asked once to change to /NIN before being replaced. Wielding a GAXE means being asked once to switch to AXE/AXE or AXE/SWD before being replaced.

These are my parse results after about 170 mobs. Redline has U+U and I am using Senj+ Perdu. we parsed about the same exact total damage except he had higher ws total.
Higher WS total was my concern with senj + perdu to begin with because I thought that Senj + Perdus total ws dmg would outweight the delay loss. This parse proves that since U+U ws dmg came so close that Unji + Perdu wouldn't vary too much from U +U meaning higher total ws dmg faster tp results.
Also I personally consider my choice of WS gear trumping his which is why im concerned that his ws dmg is doing more total than mine.
Both 8/8 katana 5/5 str he's elf though and i'm hume
Anyways to sum it all up Unji+Perdu (Unji main hand) should be better than Senj + Perdu. (BUY UNJIS WHILE THEY DROP IN PRICE GOGOGO)

After 200% the gap closes up since your TP Bonusd fTP is already at its 300% value. Metatron has a fairly high static fTP, a relatively decent WSC and interesting special effects, so obviously it will do more damage than Steel Cyclone when TP is low and unless you need Steel Cyclone's SC element for a skillchain you should usually use Metatron for WS anytime you aren't close/at 300%.
