Second, the article is somewhat poorly written. As taboo and rather antiquated marraige to cousins is for most people here, that fact alone isn't going to cause something like this to happen. It's no different than two completely unrelated people who have strong family histories of diabetes or cancer marrying and having kids. In fact, you could probably find a number of rather small communities that do not have as close marriages as this one but still have a large (relative to the general population) number of cases of some rare genetic disorder. In fact, there is a notable Amish community that has been documented to have a high instance of a particularly rare disorder.

Yeah, Ashkenazi Jews are the textbook example. Consanguinity doesn't increase mutation rates, it just makes expression of rare recessive disorders, which many people will have without realizing it, more prevalent.

No, it does not increase the rate of mutation. It creates populations in which recessive genes which are too rare in the general population to be expressed commonly are fairly common. Most everyone gets a few very rare and undesirable genes from their parents. You breed with someone you picked up at the bar one night, you're probably never going to find out about them. You knock up your sister, there's a decent chance that she got them too and there's a much greater chance they're going to be expressed. This is compounded with each generation.
