Bst can charm dragons; puks. The only other non-nm dragons are wyverns, shadow dragon, and dahaks, and I think it's pretty obvious why you can't charm those.

If Kindred BSTs in dyna-xarc can have wyvern pets, then I should be able to charm wyverns too, dammit. Same goes for Aern BSTs and xzomits/euvhis for that matter.
