More like 1mb probably. $25 seems a little high but I'm guessing it's also to discourage players from constantly (every 3 months anyways) jumping servers and disrupting population balance.

WoW is $20 if I remember right and that's only to move 1 character. So $25 to move all your chars at once doesn't seem all that bad.

I think the 25$ is a good price, RMT will be less likely to move servers like a plague.
Also the 25$ is not just to move your 1mb file from one spot to another, they gotta keep track of all the servers and combine them and split them as needed. that can't be easy.
